Your question is very subjective, in that one could gear a 250cc to climb hills, and a 200cc to be very tall, thus making the 200cc achieve a higher top speed than the 250cc.

Depending on what you consider an enduro, on could put knobbies on a KTM Super Duke 990 and call it an enduro.
